Government, Public Sector & Development

Government, Public Sector & Development

Government and development programmes are becoming technology-enabled faster than the frameworks governing them are being built. Public services now run on digital platforms, beneficiary databases, electronic payments, monitoring systems, identity infrastructure, geospatial tools and, increasingly, artificial intelligence and automated decision-support.

Each layer creates questions that extend beyond the technology itself. What data may be collected, and for what purpose? Who controls it when several institutions participate in the same programme? How are technology vendors selected and governed? What happens when an automated system influences access to a benefit or a public service? And how does the institution demonstrate accountability to regulators, funders, programme partners and the people the initiative exists to serve?

We work across two connected parts of this sector, and our role is deliberately scoped in both.

For ministries, agencies, public institutions and government-backed entities, we advise on the regulatory, technology and governance dimensions of transformation initiatives: data and AI governance, technology procurement, public-private arrangements, and the accountability frameworks required to implement a programme defensibly.

For implementing partners, development consultancies, donors and programme-delivery bodies, the position is similar. These organisations bring deep subject-matter and programme expertise, and our role is not to replace it. We provide the enabling layer around it: technology and data governance, regulatory analysis, procurement and contracting, institutional structures, risk management, and the compliance architecture that funders, government counterparts and programme partners expect to find.

Programme data creates governance problems that ordinary corporate data does not. Health and biometric information falls under the sensitive-personal-data regime of the Nigeria Data Protection Act, and other beneficiary information can still create significant privacy and security obligations, depending on how it is collected and used. The complexity compounds where multiple implementing partners, government institutions, technology vendors and international funders participate in the same data ecosystem. The challenge is therefore broader than obtaining consent: organisations need an appropriate lawful basis, clearly defined purposes, minimised collection, allocated controller and processor responsibilities, defined retention periods, documented sharing arrangements and a settled position on cross-border transfers.

Technology can extend the reach and efficiency of a programme, and it introduces new forms of institutional risk. Where AI or automated systems influence targeting, prioritisation, fraud detection, resource allocation or service delivery, the institution needs governance around how those systems are procured, tested, supervised and challenged and an answer for what happens when the output is wrong. Public institutions also operate within formal digital-government architecture and technology standards, which shape what can be built, procured and connected. These are not standalone IT decisions; they are programme decisions with accountability consequences.

Procurement is itself part of programme design. At the federal level, the Public Procurement Act establishes requirements around competition, transparency, accountability, value for money and procurement planning, with the Bureau of Public Procurement responsible for oversight within its statutory scope. State and donor-funded projects may operate under additional or different frameworks, which means how a technology or services contract is scoped, competed and governed determines as much about programme outcomes as the technology selected.
